Go 1.10.3 and Go 1.9.7 are released

Hello gophers,

We have just released Go versions 1.10.3 and 1.9.7, minor point releases.

These releases include fixes to the go command, and to the crypto/tls,
crypto/x509, and strings packages. In particular, they add minimal
support to the go command for the vgo transition.

You can download binary and source distributions from the Go web site:
https://golang.org/dl/

To compile from source using a Git clone, update to the release with
"git checkout 1.10.3" and build as usual.
